In the judge’s filing his attorney Heidi Eakin cited chronic traumatic encephalopathy – commonly known as CTE – as an explanation for his outbursts. She said Placey began noticing behavioral changes in late 2018 or early 2019, “well before the Judicial Conduct Board investigation began.”
